Hamid Zadboom, Director General of the Trade Development Organization, while announcing the details of this matter, announced that the said headquarters was formed with the aim of preparing the ground for Iran’s accession to the WTO. According to Zadboom, with the follow-up of policy makers, Iran’s WTO membership coordination staff was formed in the Trade Development Organization in September this year, so that the relevant ministers and their representatives could consider the path of Iran’s permanent accession to the organization. The Director General of the Trade Development Organization also confirmed that the establishment of the Accession Headquarters does not mean Iran’s membership in the World Trade Organization in the current situation, as there are still various obstacles to this action. According to the head of the Trade Development Organization, although Iran’s membership process has not yet been finalized at this stage, WTO agreements can be used to benefit the country’s trade. This new measure is on the agenda of policy makers while the process of Iran’s membership in the World Trade Organization has been accompanied by various ups and downs in recent years. 23-24 years after Iran’s application to join the organization, as well as more than a decade since Iran became a member as an observer member, the final step for Iran’s permanent accession has not yet been taken. According to experts, the obstacles to Iran’s accession to the WTO over the past two decades can be divided into two general categories. One of these obstacles is political issues and the consensus and support of WTO members regarding Iran’s membership, and the second category of obstacles is in the circle of economic and trade challenges. In this context, the regulation of Iran’s trade regime plays a decisive role in Iran’s accession to the organization. At the same time, the silence on the issue of Iran’s accession at various times and the lack of consensus on the appointment of the chairman of the working group related to accession, as well as the ambiguity in US policies under Donald Trump, are other steps ahead.

However, the remarks of the Director General of the Trade Development Organization in his press conference with reporters show that despite the persistence of political and economic obstacles and after several years of suspension, the country’s trade authorities intend to take the new steps in the form of a headquarters called Follow the “Accession Headquarters”. Zadboom has expressed hope that with the preparations for Iran’s accession to the WTO, the capacities of this international organization can be used for the benefit of the country’s trade.

The head of the Trade Development Organization explained in this regard: Iran has been present as an observer in the World Trade Organization for many years, but for various reasons, at one time it was given the green light and at another time the red light of the members of this organization. In fact, after a long period of not much follow-up for Iran’s membership project, it was restarted last year at the request of the Ministers of Silence and Foreign Affairs for Iran’s accession to the WTO. Zadboom clarified about the details of the function of Iran’s headquarters for accession to the World Trade Organization: After the President agrees with the establishment of this headquarters, representatives of ministers and related bodies will be present in order to benefit from the potential of Iran’s observer membership in the World Trade Organization. The country used. The country’s foreign trade trustee, meanwhile, said; Although Iran’s accession to the World Trade Organization is a goal, it is now possible to use the capacity of the organization’s regulations and agreements to improve the country’s trade. Of course, joining the World Trade Organization must be based on national interests and the agreements that are signed. It must be pursued with national considerations. According to the country’s trade trustee, agreements such as “services and certificates of origin” could be the focus of Iranian trade. The Director General of the Trade Development Organization and the Deputy Minister of Industry, Mines and Trade also explained the programs of the National Export Day and the conditions for selecting sample exporters and said: On National Day, we praised a number of sample exporters. Previously, the selection limit for these people was 30, but now it has reached 50. Of course, provinces can select their provincial sample exporters separately. Regarding the criteria for selecting a sample exporter, Zadboom said: “According to the decision of the Council of Ministers, in the first place, the exporter must have a real and legal personality and that he must have the highest export value in his own product group.”

Deputy Minister Samat, stating that 302 people registered, added: 265 people had the initial conditions to file a case. After reviewing the files, there are finally 40 to 50 sample issuers left. The list will be completed by next week and sample exporters will be announced in the next two weeks.
